History
After the Lithuanian independence restoration, on March 11th, 1990, the Lithuanian Government decides to create a Public Security Service within the Ministry of the Interior in order to ensure law and order and security in prisons and fight against the crime. In 1990, while the Soviet strengths withdraw from the territory of Lithuania, it seems essential to ensure the protection and the transfer of the condemned people, to prevent the riots, to look for persons at large. On October 1st, 1991, the regulation of the new organization is established and the 1st regiment of the Republic of Lithuania Ministry of the Interior internal service was created. On September 28th, 1992, the 2nd Regiment of the Ministry of the Interior Internal Service is created from the 2nd Battalion of the 1st Regiment. On April 1st, 2007, the 1st and 2nd Regiments of the Republic of Lithuania Ministry of the Interior are reorganized in the law and order service within the framework of this Ministry of the Republic of Lithuania with regard to the reform. At the same date, under the order of the Prime Minister, the 1st Regiment Commander, Sergejus MADALOVAS, becomes the Law and Order Service general Commander. At the present time, the Public Security Service has for main objective to ensure the law and order in the particular case of extraordinary situations and to defend the State as a part of armed forces in wartime. The law n° X-813 of September 19th, 2006 defines the Public Security Service (PSS) missions and organization.

Organization
In peacetime, the PSS depends on the Republic of Lithuania Home Secretary. In wartime, the PSS depends on the Republic of Lithuania Armed Forces General Commander.
Central Organization
The public security service consists of a central command and two subordinate commands (Vilnius and Kaunas).

Missions
• To ensure the public order in the cases of emergency and extraordinary situations.
• To ensure the maintenance of law and order.
• To ensure prisoners’ transfers.
• To ensure the protection of sensitive points.
• To look for the missing persons.
• To strengthen the Lithuania Police Forces, the Border Guard National Service, the Fire and Rescue Service and the department and the High Personalities’ Security Service.
• To defend the State in wartime as a part of armed forces.
• To participate in United Nations and other international organizations missions.

Staff
The Public Security Service (PSS) counts approximately 1 130 people, among whom officers and non-commissioned officers. There is no conscript. Although the PSS is an internal service, diplomas prepared by the staff are similar to those of the NATO. The PSS agents recruitments, their dismissal and the Social Security are determined by Civil Service status. The non-commissioned officers are formed in an Internal Affair professional training school, to introduction Courses of the professional training school of the Internal Affairs or in any other educational establishment. The candidates who don’t validate the aforesaid courses are appointed PSS junior specialists (NCO) in case they end the PSS introductory courses. Executives are trained in the law and order Faculty of the University Mykolo Riomerio. Some of the agents are allocated to other internal services as well as in the National Defence military units. The officers coming from the national defence into the PSS keep their previous rank.
Main equipment
• Armament: Pistols (Glock, CZ-75, Sig Sauer), rifles (Winchester 1300, Winchester-MN, Scorpio, Binelli), machine guns (MP-5, RPK), grenade launcher (HK69, Brugger and Thomet Gl06), heavy machine guns (12,7 mm and 14,5 mm).
• Vehicles: Patrols vehicles, 4x4 vehicles, prisoners’ transport vehicles, armoured vehicles, trucks and multi-purpose small vans.
• Aerials means: Army helicopters use according to needs.
Cooperation
The PSS is partner of the EUROGENDFOR since 2009.
It participates in international missions:
• within the Europe framework (OSCE missions in Kyrgyzstan and in Georgia, EUFOR RCA mission in Central African Republic, EULEX mission in Kosovo);
• within the NATO framework (Afghanistan);
• within the UNO framework (MINUSTAH in Haiti, UNFICYP in Cyprus).
